Jonathan is on loan to Cabinet Office from DWP where he is a Change Director, to lead the Public Service Mutuals programme. He has spent all his working life in the Civil Service, mainly in DWP but have also had roles at the Legal Services Commission, Home Office and as a Government Office Regional Director.

The DCMS Libraries team supports ministers, as they oversee and promote the improvement of local government's provision of public library services in England.
